.SY "annex <SECTS> <CNUM/CNAME>"
The annex command purveys the spoils of war.
It is only effective if you currently hold the capital of the specified
enemy country.

All sectors in the specified area owned by your opponent will become yours.

The paperwork and organization necessary for such an undertaking costs
1/2 BTU for each sector annexed.  If you run out of BTUs while annexing
sectors the annexation stops at that point.

Note that your opponent can redesignate his/her capital and make this
command ineffective.
