The grant command is used to give one or more sectors to another
country.

There are a few restrictions on the use of this command:

1) You can only offer a sector to an adjacent country,
i.e. the recipient country must own a sector next to the sector being granted.

2) You must own the sector you are donating.

3) When a sanctuary is granted it becomes a capital.

Although whole areas of land can be granted at once, rule 1 above may
influence the way in which you describe the area.  For example, if country 2,
"Nice Guys", has a sector at 14,-4 as in this map:
