.TH Command TELEGRAM
.SY "telegram <CNUM/CNAME> [<FILE>]"
The telegram command allows non-treaty communication
to take place between representatives.  Currently you
are given only 512 characters per telegram, so telegrams
encourage succinct diplomacy.

The "<CNUM/CNAME>" argument is either the number or name of
the recipient nation.
Telegrams sent to country #0 appear as prayers,
(favors are best obtained in this manner.)

While entering your telegram the system tells you how many characters
you have left.  You end the telegram by typing ^D on a line by itself.

The "<FILE>" argument allows you to send a telegram
from a file.
For example:
.EX telegram Groonland threat
would send the file "threat" to Groonland.
The last character in "threat" MUST be a line feed, and the whole telegram
file must be no longer than 512 characters.
