The XC4000XL family is fully 5 volt compatible - accepting full 5 volt signals on all IOs and being able to drive TTL levels into any 5 volt devices. This eliminates any interface issues between 5 volt devices and the XC4000XL FPGAs.

Some silicon vendors provide 5 volt tolerance on inputs only without providing the 5 volt tolerance on outputs. All IOs in the XC4000XL are bi-directional and can withstand 5 volts.

Other silicon vendors require the application of 5 volts to at least one pin in order to make the device be 5 volt compatible. This complicates the customer’s design task and is unnecessary when using the Xilinx I/O scheme.
